SB 2 Requirements: The Housing Accountability Act

Enacted in 1982 and commonly referred to as the “Anti-Nimby Act,” California’s Housing Accountability Act (HAA) limits the reasons for denial of certain projects. SB 2 amended the HAA to explicitly include emergency shelters, and transitional and supportive housing within the scope of its protections. As amended, the purpose of the HAA is to ensure that “a local government not reject or make infeasible housing developments, including emergency shelters” that contribute to meeting the regional housing need. These are important requirements to follow for communities to realize reductions in homelessness.
