We are bringing the Department of Homeless Services and Housing to life in partnership with you – our residents, our 88 cities and unincorporated communities, our incredible service providers and frontline staff, and our unhoused neighbors who are counting on us.
To accomplish this, we partnered with Change Well Project to design and implement a robust community engagement process that was inclusive, accessible, and grounded in the real-world expertise of those who interact with the homeless response system every day – whether they’re providing services or seeking them. Change Well Project’s role was to facilitate input and elevate insight from across the community and build consensus to ensure HSH is built on a strong foundation of collaboration, effectiveness, and accountability.
The dashboard below provides a comprehensive overview of the community engagement work that Change Well Project conducted in July through September 2025 to inform HSH’s design. You can learn more about the community design sessions here.
