Permanent Housing lifts people out of homelessness by providing rental subsidies combined with supportive services.
In addition to investing in programs to prevent and end homelessness, Los Angeles County is also chipping away at the primary driver into homelessness — our region’s affordable housing shortage — by pursuing three P’s:
- Production of new affordable housing;
- Preservation of existing affordable housing; and
- Protection of tenants and related supportive programs, including pathways to home ownership.
Affordable Housing can include public and private housing developments as well as housing in the open market. Tenants receive rental subsidies and other support to help them obtain housing and stay housed.
Los Angeles County seeks to fully leverage the private rental market’s capacity to provide housing for people experiencing homelessness. Our Unit Acquisition programs remove red tape and potential landlord discrimination that might otherwise prevent people from moving into housing.
Homekey is the fastest, largest, and most cost-effective addition of interim and permanent housing in California history.
Initially launched to protect vulnerable residents from COVID-19 at the start of the pandemic, Homekey makes grant funding from the state Department of Housing and Community Development available to cities, counties, housing authorities, tribal entities, and other local public entities to acquire and then convert hotels, motels, multi-family apartments, and more, into permanent or interim housing.
