Sometimes helping the homeless means enlisting the help of landlords as well. Los Angeles County’s Homeless Incentive Program is making it easier for property owners like Ted Saulino to rent out units to people who otherwise would be in shelters or on the street. His new tenant, Doreen Esparza, is living life to the fullest in the bright and cozy Whittier studio she now calls home. Hundreds of landlords have joined the program, but more are needed countywide. With help from Measure H funding, the county’s Housing Authority hopes to expand the program to house more than 2,000 formerly homeless individuals in fiscal year 2017-18.
