Welcome to Los Angeles County’s Emergency Centralized Response Center (ECRC). The center coordinates the operations of outreach teams and other efforts dedicated to helping unsheltered individuals across Los Angeles County. ECRC is designed for elected officials, jurisdictions, governmental agencies, and outreach teams. The public will continue to use 211 and LA-HOP.org for any concerns related to homelessness.

Overview of Emergency Centralized Response Center
ECRC provides a centralized response call center to enhance outreach coordination and communication for elected officials, jurisdictions, governmental agencies, and outreach teams. ECRC has several functions, including:
- Establishing a site with staff from the LA County Homeless Initiative (CEO-HI), Departments of Mental Health, Health Services, Public Health, the Los Angeles Homeless Services Authority (LAHSA), and others;
- Centralizing coordination for outreach efforts and encampment resolutions;
- Producing real-time updates on interim housing and other resource availability for unsheltered individuals; and
- Supporting the LA County Office of Emergency Management in the coordination of life-saving responses during emergencies or inclement weather for people experiencing unsheltered homelessness.

Emergency Centralized Response Center (ECRC) is a central coordinating entity that oversees and directs daily operations for 150+ outreach teams serving unsheltered individuals across LA County. ECRC coordinates and supports homeless outreach and encampment resolution efforts such as Inside Safe, Pathway Home, and other jurisdictional encampment efforts. In addition, ECRC will quickly link outreach teams, cities, and other entities to LA County services.
ECRC was established through a motion adopted by the LA County Board of Supervisor on September 24, 2024, prompted by the need for better coordination and communication among outreach teams operating within LA County and its 88 cities. ECRC will serve as a crucial hub for coordinating the operations of outreach teams and other efforts dedicated to helping unsheltered individuals across Los Angeles County.
ECRC will provide a centralized response call center to enhance outreach coordination and communication for elected officials, jurisdictions, governmental agencies, and outreach teams.
ECRC has several functions, including:

ECRC will coordinate outreach and other efforts to stabilize unsheltered individuals by quickly connecting them to interim housing and other critical supportive services. In addition, ECRC will support outreach teams in quicker access to resources for the unsheltered and will assist on any structured/scheduled encampment efforts.
ECRC is designed for elected officials, jurisdictions, governmental agencies, and outreach teams to coordinate and support unsheltered outreach and encampment resolution efforts. ECRC is not for use by the general public. Members of the public will continue to use 211 and LA-HOP.org to request outreach services for people experiencing homelessness in Los Angeles County.
ECRC operates with staff from the LA County Homeless Initiative (CEO-HI), Departments of Mental Health, Health Services, Public Health, Los Angeles Homeless Services Authority (LAHSA), and others. Staff oversee their respective outreach teams and identify interim housing resources. In addition, the LA County Sheriff’s Department, Department of Public Health Substance Abuse and Prevention Control, and Military and Veteran’s Affairs also have representatives working at the center. There will also be hoteling stations for other jurisdictions.
- Coordinate and support encampment resolution efforts
- Assist governmental staff with concerns about unsheltered encampments or individuals needing resources
- Support outreach teams with access to interim housing beds and LA County services
- Coordinate all aspects of homeless response during emergencies such as weather events or natural disasters
- Provide status updates to callers into ECRC on encampments or unsheltered individuals reported
ECRC is available 5 days a week (excluding County holidays) from 8:00 a.m. to 5:00 p.m. year-round.
