What is Measure A?
Measure A is half-cent sales tax countywide to resolve homelessness through housing with services and making housing more affordable throughout LA County. Approved by LA County voters in November 2024, Measure A allows support for homeless housing and services to support people currently experiencing homelessness in finding permanent solutions while doing even more to address the drivers of homelessness in LA County through affordable housing construction, homelessness prevention, and support for vulnerable renters. The half-cent sales tax repealed and replaced the quarter-cent sales tax for County homeless services that was set to expire in 2027 (Measure H). Measure A took effect on April 1, 2025.
How are transparency and accountability ensured with Measure A?
On March 25, 2025 the Board of Supervisors adopted both a Regional Plan as well as baseline and target metrics as recommended by ECRHA with input and recommendations from LTRHA. Programs funded by Measure A should contribute to achieving the goals in the Responsive Regional Plan by demonstrating progress from the baseline metrics toward target metrics. The Responsive Regional Plan, seeks to coordinate countywide efforts to combat homelessness by providing an opportunity for alignment across countywide programmatic efforts, including but not limited to those funded by Measure A. As a living plan, it will continuously evolve, incorporating course corrections as the region adapts and continuously improves its efforts.

How much revenue will Measure A generate, and how will it be distributed?
Generating over $1 billion annually, Measure A funding will be shared between: LA County, cities and Councils of Government, the Los Angeles County Development Authority (LACDA), and the Los Angeles County Affordable Housing Solutions Agency (LACAHSA). Funds will be allocated as follows:
- Comprehensive Homeless Services — 60%
- Local Solutions Fund — 15%
- Homelessness Solutions Innovations — 1.65%
- Comprehensive Homeless Services — 83.35%
- Accountability, Data, and Research — 1.25%
- Local Housing Production — 3%
- Housing Agency for Affordable Housing and Prevention (LACAHSA) — 33.75%
What is the LA County Affordable Housing Solutions Agency (LACAHSA)?
LACAHSA was created to make housing more affordable, help people stay in their homes, and increase housing options for people experiencing homelessness. It is a regional organization focused on LA County and made up of leaders including the LA County Supervisors, elected officials representing cities countywide, as well as nonprofit and community leaders.
