LA County is investing in multiple coordinated efforts to streamline the creation of housing opportunities and exponentially accelerate matching people to affordable housing.

Unit Acquisition

LA County seeks to fully leverage the private rental market’s capacity to provide housing for people experiencing homelessness. Our Unit Acquisition programs remove red tape and potential landlord discrimination that might otherwise prevent people from moving into housing.

Master Leasing

LA County is partnering with the Los Angeles Homeless Services Authority (LAHSA) to implement the first government-backed master leasing program at scale in this region. The County centralizes the leasing of entire buildings and individual apartments with LAHSA essentially serving as the landlord, overseeing tenant selection and day-to-day operations.

Landlord Incentives

LA County has several programs that offer incentives to property owners, including hotel and motel owners, to rent to people experiencing homelessness.

Homekey

Initially launched to protect elderly and medically frail residents during the COVID-19 pandemic, the Homekey program provides local jurisdictions with state grants to acquire hotels, motels, and other buildings and convert them into housing for people experiencing homelessness. LA County has supplemented Homekey grants with local revenue and other funding to acquire 32 properties with a combined 2,157 units, renovating them and operating them as interim or permanent housing with supportive services.
