UA Homeless Encampment Dashboard

The following dashboard provides the public with information from the Los Angeles County Homeless Encampment Automated Request Submission (HEARS) system. 

This system tracks homeless encampments within Los Angeles County’s Unincorporated Road Right-of-Way and Flood Control Infrastructure, that have been identified for a planned encampment intervention or where encampment interventions have previously been completed. 

HSH, the Department of Public Works (DPW), the Los Angeles County Sheriff’s Department (LASD), and the Los Angeles Homeless Services Authority (LAHSA) work closely together to address homeless encampments in unincorporated areas.  The process includes the following steps: 

  1. Submission of a request into HEARS by County staff. These requests are submitted based on requests from the public or elected offices.
  2. Site assessment of encampments and dwellings.
  3. Outreach and engagement to any unsheltered individuals in these areas.
  4. Encampment operation that combines offering services and housing, with the removal of abandoned property and debris. 

These interventions can vary in size and scope, but all aim to provide people experiencing homelessness with a connection to outreach providers offering shelter and other necessary services to those living outside or in vehicles.  Along with coordinating efforts to support people experiencing homelessness, LA County aims to ensure a safe and stable environment for all Angelinos by deploying appropriate sanitation services to these sites during the operations. 

Due to limited housing resources and client choice, encampment operations do not necessarily result in all encampment residents becoming housed. The County and its partners continue to invest in expanded temporary and permanent housing resources, so that more people experiencing homelessness can come inside. In addition, our outreach teams work continuously to build trust and support participants so that they can make the choice to come inside. As resources allow, these encampment operations may sometimes be followed by Pathway Home operations in the future.
