Welcome to Los Angeles County’s Emergency Centralized Response Center (ECRC). The center coordinates the operations of outreach teams and other efforts dedicated to helping unsheltered individuals and families across Los Angeles County.
Members of the public can reach ECRC by using the Los Angeles Homeless Outreach Portal (LA-HOP) for concerns related to unsheltered homelessness. Members of the public in unincorporated Los Angeles County can continue to report encampments, trash and debris secondary to encampments, and other unsheltered issues to Public Works. Members of the public may also call 211.
ECRC coordinates outreach deployment across LA County to enhance access to services and improve quality of care for people experiencing un sheltered homelessness. ECRC has a dedicated team of staff whose functions include:
- Managing the centralized hub for deployment and service partners. ECRC is stationed by partners from the County departments of Homeless Services and Housing, Mental Health, Health Services, Public Social Services, Military and Veteran Affairs, Public Health, and Substance Abuse Prevention and Control. It is also staffed by representatives from the Los Angeles Homeless Services Authority (LAHSA), Los Angeles City Chief Administrative Office (CAO), and a variety of other service collaborators.
- Accepting and processing referrals of unsheltered encampments and/or individuals/families and dispatching an outreach team for assessment and follow-up; and
- Supporting the LA County Office of Emergency Management in the coordination of life-saving responses during emergencies or inclement weather for individuals and families experiencing unsheltered homelessness.

ECRC is a coordinating entity that oversees and directs daily operations for 150+ outreach teams serving unsheltered individuals and families across LA County. In addition, ECRC supports encampment resolution efforts such as Inside Safe, Pathway Home, and other projects that compassionately address encampments across LA County jurisdictions. ECRC quickly links outreach teams, cities, and other entities to LA County services.
ECRC was established through a motion adopted by the LA County Board of Supervisors on September 24, 2024, prompted by the need for better coordination and communication among outreach teams operating within LA County and its 88 cities. ECRC serves as a crucial hub for coordinating the operations of outreach teams and other efforts dedicated to helping unsheltered individuals and families across Los Angeles County.
ECRC’s goals are to:
- Reduce unsheltered homelessness in LA County by streamlining access to resources and creating efficiencies in how we provide outreach and services to this population
- Connect more people experiencing unsheltered homelessness with essential resources while reducing service duplication
- Ensure those experiencing unsheltered homelessness receive dedicated care during critical environmental or regional emergencies
- Improve communication and partnership with the public to address unsheltered encampments and/or individuals or families
The ECRC has permanent staff responsible for coordinating outreach and service linkages for people experiencing homelessness across LA County. In addition to the ECRC’s dedicated staff, the center is stationed by partners from the county departments of Homeless Services and Housing, Mental Health, Health Services, Public Social Services, Military and Veteran Affairs, Public Health, and Substance Abuse Prevention and Control, as well as the Los Angeles Homeless Services Authority (LAHSA), Los Angeles City Chief Administrative Office (CAO), and other service providers.
ECRC is available five days a week from 8:00 a.m. to 5:00 p.m.., excluding federal holidays. Hours may fluctuate during emergencies. However, please note that outreach takes place seven days a week countywide.
