Move-In Assistance and Housing Deposits

CS Housing Deposits are one-time move-in assistance funds provided through a participant’s Medi-Cal Managed Care Plan (MCP) via California’s CalAIM program.

CS Housing Deposits Overview

CS Housing Deposits are one-time move-in assistance funds provided by a participant’s Medi-Cal Managed Care Plan (MCP) through the State of California’s California Advancing and Innovating Medi-Cal (CalAIM) program. There are five participating MCPs: LA Care, Health Net, Molina, Kaiser, and Anthem. A sixth MCP, Blue Shield Promise, will be added.

Note: The maximum amount provided is $5,000 to $6,000 and is determined by the MCP. Caps are subject to change. Items covered vary by MCP.

Who Is Eligible

Residents who are:

  • Enrolled in ICMS
  • Unhoused
  • Actively enrolled in a participating Medi-Cal MCP in LA County
  • Authorized by their Medi-Cal MCP for Housing Navigation or Tenancy Support Services through HFH or DHS

What Deposits Can Cover

  • Security deposit
  • Home goods including furniture and appliances
  • Deposits and first month’s coverage for utilities, as well as utility arrearages
  • Services necessary for individual health and safety, such as cleaning and fumigation
  • Goods such as air conditioner or heater, or other medically necessary adaptive aids

Items vary based on the MCP.

Housing Deposits Authorization Timeline

The following steps outline the authorization process from ICMS submission through payment and furniture delivery. Timing expectations are noted for each step.

Step 1: ICMS Submits Request

ICMS adds the Housing Deposits request and supporting documentation in CHAMP following confirmation of the upcoming move-in date.

Complete within 3 days of move-in.

Step 2: HFH Reviews Request

HFH reviews all Housing Deposits requests in CHAMP. If eligible, HFH sends ICMS an authorization packet.

Review and respond within 1 to 2 days of request in CHAMP.

Step 3: ICMS Completes Authorization Packet

ICMS completes the authorization packet and returns it to HFH.

Return within 1 week of receipt of authorization packet.

Step 4: HFH Submits to MCP

HFH submits the authorization packet to the MCP for approval. Once approved, HFH submits the request to Brilliant Corners (BC) for fulfillment.

HFH submits packet to MCP within 1 to 2 days of receipt. MCP approval within 2 to 10 days. HFH submits request to BC within 1 to 2 days.

Step 5: BC Processes and Delivers

Brilliant Corners processes the request. Payment is sent and furniture is delivered.

Payment received within 1 to 2 weeks of processing. Furniture received within 2 to 4 weeks of processing.

MCP Referral Information

The following Medi-Cal Managed Care Plans (MCPs) participate in the CS Housing Deposits program. Each MCP has its own referral contact, hours, and process. Contact the appropriate MCP directly to confirm authorization status and referral requirements.

Key Reminders for ICMS Providers

The following reminders help ICMS providers avoid delays, missed authorizations, and funding gaps during the Housing Deposits process.

Important: If a participant’s move-in is not authorized by their MCP for Housing Deposit Assistance and the participant does not have an FHSP housing subsidy, HFH will not be able to fund move-in assistance. ICMS Providers must remain proactive in supporting participants to maintain active Medi-Cal and respond promptly to HFH throughout the authorization and fulfillment processes.

Submit Requests Promptly

All requests must be submitted within three business days of the participant’s move-in date. At minimum, a draft lease must be in place at the time of submission.

Ensure Backup Coverage

Multiple staff from your agency should be aware of each request. If the initiating staff member goes on leave, changes roles, or exits the agency, another team member must be able to provide continuity. Missed authorizations have occurred due to lack of coverage.

Respond to HFH Inquiries Within One Business Day

Respond within one business day to any inquiries from HFH staff regarding issues in the participant’s CHAMP record, including inadequate Care Plans, missing documentation, or other follow-up items.

Housing Deposits Caps and Limits

HFH can only provide move-in funding and items that were directly authorized by the participant’s MCP. Nothing beyond those limits can be funded regardless of circumstances.

Office Hours and Training

HSH hosts Housing Deposits Office Hours every second Wednesday from 10:00 to 11:00 AM. During the first 30 minutes, HSH staff provide in-depth training on CS Housing Deposit eligibility and the referral process.
