After years in foster homes and shelters, Idressa now has a place of her own, made possible through the Los Angeles County Development Authority (LACDA)’s Homeless Incentive Program, which offers monetary incentives to encourage landlords to rent their available units to LACDA’s homeless first-time Section 8 voucher/certificate holders, who are prioritized for admission.
