Home > Interim Housing

Interim Housing

The Los Angeles County Departments of Health Services (DHS), Mental Health Services (DMH), and Public Health – Substance Abuse Prevention and Control (DPH-SAPC), as well as the Los Angeles Homeless Services Authority (LAHSA), administer a variety of interim housing beds to meet the unique needs of people transitioning out of homelessness.

Recuperative Care: for individuals discharged from an inpatient hospital setting; includes on-site medical and supportive services.

Stabilization Housing: for individuals with complex health and/or behavioral health conditions who require a higher level of care than is available in most interim housing sites.

Mental Health Interim Housing: for adults who live with a mental illness(es) and are willing to receive treatment, as well as for their minor children.

Enhanced Emergency Shelter Program for Transition Age Youth: a supportive housing environment for up to 36 nights before transitioning to permanent housing.

Recovery Bridge Housing: abstinence-focused, peer-supported housing that provides treatment and support for individuals in recovery for substance use disorder.

Crisis Housing: emergency shelter intended to help people quickly exit to permanent housing; includes beds for various sub-populations including individuals, families, and youth transitioning out of foster care; includes non-congregate interim housing such as Tiny Homes.

Bridge Housing: emergency shelter with enhanced services to help people quickly exit to permanent housing; includes beds for various sub-populations including individuals, families, women, youth transitioning out of foster care, older adults, and people exiting institutions; includes non-congregate interim housing such as Tiny Homes.

Transitional Housing: temporary housing for up to 24 months for individuals or families (with or without children).

Winter Shelter: annual site-based, 14- to 24-hour program between November 1 – March 31, while the Extended Winter Shelter Program stretches beyond that time frame when needed.

Safe Parking: provides vehicle dwellers with a safe and legal place to park and sleep at night, along with referrals and linkages to community resources.

Interim Housing Referrals

Please note that the HSH Interim Housing team has released updated referral forms. While we will continue to accept the previous forms through March 31, 2026, please encourage all referral partners to begin using the updated documents immediately for any future submissions.

For HSH Interim Housing placements, please ensure the following are completed:

  • HSH/DMH/LAHSA Universal Application for Interim Housing
  • HSH Supplemental Form A
  • DHS Notice of Privacy Practices
  • CHAMP Consent Form 

Referral Guidelines:

  • HSH Interim Housing Specific Referral Guidelines
  • HSH/DMH/LAHSA Universal Referral Guidelines
If the organization has CHAMP access, please have them submit via CHAMP and upload the consent forms.
  • Universal Consent Forms & NOPP: We are still awaiting updated versions. Please continue using current consent forms until further notice.
