The Flexible Financial Assistance (FFA) program provides targeted, low-barrier funding to help people experiencing homelessness meet urgent expenses to work toward stable, permanent housing or secure sustainable employment.
FFA is a limited, one-time resource that should be considered as a last resort after all other resources have been explored or exhausted. The program only provides financial assistance and does not provide dedicated case management services.
How it Works
Eligible organizations submit referrals on behalf of program participants they work with who meet the eligibility criteria. Organizations can apply for funding amounts ranging from $500 to $2,500.
FFA resources can be used to cover a range of expenses to help someone secure housing and employment. These can include but are not limited to:
- Costs associated with moving into a new unit, such as a security deposit, first month’s rent, and utility arrears to establish service in a new home
- Employment-related expenses, such as licensing fees, uniforms, or equipment
- Transportation expenses, such as vehicle payments, tickets, or car repairs
- Medical expenses not covered by insurance

Eligibility Criteria for FFA
- Eligible program participants must currently be experiencing homelessness and aged 18 or older.
- The request must lead to either a housing placement or sustainable employment for the referred participant.
- The referring provider must have exhausted other resources for move-in assistance and housing deposits, including CalAIM Housing Deposits, Local Solutions Fund dollars, and other forms of assistance.
Who can make referrals?
Service providers actively engaged in supporting people in transitioning out of homelessness are welcome to make referrals for FFA assistance. These can include:
- Community- and faith-based organizations
- Access Centers
- Family Solution Centers
- County-funded programs with no or limited available flexible funding
- City and Council of Government representatives with no or limited available Local Solutions Funding
Upcoming Trainings
Please join us for an upcoming training to learn more about the FFA! Four sessions are offered in October. Each session covers the same information. Please only register for one session as space is limited and we want as many people to be able to attend as possible. If you cannot attend a training, the training materials and recordings will be posted here at the conclusion of the training series.
Please note that all October trainings have reached capacity. We will post the recording and presentation materials immediately following the trainings.
How to Get Help
If you are currently experiencing homelessness and believe you are a candidate for FFA support, please contact a service provider near you to begin the referral process. You can learn about other resources and programs available to help you transition out of homelessness or keep your housing here.
Additional Resources
The HSH System Resource Maps are designed to help service providers, community partners, public agencies, and local governments better understand and navigate Los Angeles County’s homeless services system. Organized by population (single adults, families, and youth and young adults), the maps provide a clear overview of available resources, eligibility requirements, referral pathways, and housing and service options across the continuum of care.
By improving transparency and supporting informed referrals, the maps serve as a practical tool for strengthening coordination and connecting people to the resources that best meet their needs.
