The FY 2026–27 Implementation Handbook provides ICMS Providers with current guidance on program operations, service delivery, documentation, billing, and quality assurance. This handbook applies to providers contracted by HSH to deliver ICMS in Permanent Supportive Housing (PSH) and Time-Limited Subsidy (TLS) settings.

Acknowledgement Form
Each organization’s authorized signatory must complete and submit this form to acknowledge that they have read, understand, and agree to operate in accordance with the FY 2026–2027 ICMS Implementation Handbook (Permanent Housing Edition).
The signed form must be uploaded to the Contractual Documents folder in the organization’s HSH-administered Microsoft Teams channel.
