This year’s Homeless Count results show a slight increase in the number of people experiencing homelessness in the Los Angeles County. Homelessness increased by 1.2% overall and unsheltered homelessness rose by 3.3% countywide.  

This news is disappointing, but not surprising: these results reflect a significant decline in state and federal funding for our region, not a local strategy failure. For example, cuts in state homelessness spending contributed to a pause in new enrollments in Time-Limited Subsidies, a short-term rental subsidy and proven re-housing tool that helps move people quickly into affordable housing. This resulted in 5,100 fewer people housed in 2025 and a bottleneck across our system.

Where we’ve sustained investment, we’ve seen real progress, including:  

  • The Antelope Valley (Service Planning Area [SPA] 1) saw a 37% drop in unsheltered homelessness, reflecting the significant impact of HSH’s Pathway Home program (encampment resolution), Project Homekey (interim and permanent supportive housing), and intensive street outreach.  
  • In the South Bay (SPA 8), there was a 12% overall reduction in homelessness and an 8% decrease in unsheltered homelessness, demonstrating that sustained, coordinated Pathway Home interventions with our local jurisdictional partners in Hawthorne, Inglewood, and the South Bay Cities Council of Government are producing transformative outcomes.  
  • We saw a 21% reduction in Recreational Vehicles (RVs) on our streets across the Continuum of Care – a direct reflection of the County’s focused RV encampment resolution work. 
  • While homelessness in the City of Long Beach slightly increased overall, both Long Beach and Pasadena Point-in-Time Counts saw decreases in unsheltered homelessness, underscoring progress made through targeted investments in interim housing and street outreach.   

The lesson is clear: housing and homeless prevention programs work when they are sufficiently funded. Measure A is now putting more local dollars into these solutions than ever before. Between July 1, 2025, and March 31, 2026, the Department of Homeless Services and Housing moved more than 4,000 people into permanent housing and brought nearly 5,000 people off the streets and into safe interim housing. The County’s jurisdictional partners are receiving nearly $97 million in Measure A dollars through the Local Solutions Fund for programs in their communities. And in FY 2026-27, the Los Angeles County Affordable Housing Solutions Agency (LACAHSA), alongside its local government partners, is investing over $228 million to help communities build and preserve affordable homes and over $114 million in programs to help protect renters and prevent homelessness. Every year, LA County connects residents with the services, including specialized medical and behavioral care, that they need to regain housing stability.

To invest in solutions at the scale this issue demands, we need more sustained state and federal support. We will continue to push for these resources as we face economic realities head-on, work collaboratively with hardworking service providers and other key partners, and invest in new partnerships and solutions. Because everyone in LA County deserves a safe, stable place to call home.
