LA County voters recently approved Measure A, which will allow us to continue progress on ending homelessness with housing and services, while greatly expanding efforts to address the drivers of homelessness through affordable housing construction, homelessness prevention, and support for vulnerable renters. The measure will go into effect April 1, 2025.*
Does Measure A include specific goals?
Yes. While the annual Point-in-Time Count tells us how many people are experiencing homelessness on any given night in LA County, we also need to demonstrate how our system is working to reduce, resolve, and prevent homelessness. Measure A requires that goals be established every five years, with regular oversight and reporting, on the following outcomes:
- Increase the number of people moving from encampments into permanent housing to reduce unsheltered homelessness
- Reduce the number of people with mental illness and/or substance use disorders who experience homelessness
- Increase the number of people permanently leaving homelessness
- Prevent people from falling into homelessness
- Increase the number of affordable housing units in LA County
How is Measure A funded?
Measure A is a ½ cent sales tax countywide which allows us to maintain all existing homeless housing and services to support people currently experiencing homelessness in finding permanent solutions, while doing even more to prevent homelessness in LA County.
Generating over $1 billion annually, Measure A funding will be shared by LA County, cities and councils of government, the Los Angeles County Development Authority (LACDA), and the Los Angeles County Affordable Housing Solutions Agency (LACAHSA), a body made up of leaders including the LA County Supervisors, elected officials representing cities countywide, as well as nonprofit and community leaders.
How will we track progress toward these goals?
Transparency is built into the measure, such as requiring specific metrics be reached to achieve the five goals, as well as clear guidelines to ensure accountability through oversight and public reporting.
