When his mother and grandmother died, Mitchell was forced to move away from home and lived on the streets for 20 years, most recently in an alley in Westmont.
A Measure H-funded LAHSA Homeless Engagement Team (HET) developed a rapport with him over two years and connected him to an Emergency Housing Voucher (EHV), as well as to, which provided him with rental assistance. In October 2022, Mitchell was able to get an apartment and is housed for the first time in decades.
