The Department of Homeless Services and Housing (HSH) Measure A Spending Plan is HSH’s annual process for how voter-approved funding is put to work to address homelessness across Los Angeles County.
Approved each fiscal year by the Board of Supervisors, the Spending Plan, which is a key component HSH’s annual budget, details how the Measure A dollars administered by HSH are invested in local programs to prevent people from losing their homes, connect people with safe housing, and provide services to help keep them stably housed.

HSH is committed to building a Measure A Spending Plan for the 2027-28 Fiscal Year that is transparent, accountable, and shaped by our community.
This year, members of the public and community partners can share input and questions about the Spending Plan at any time through our online public comment form. The purpose of this form is to create an ongoing dialogue with our community to help us identify emerging needs and priorities and better assess the impact of our outreach and communication. The public comment form will close on November 13th, 2026.

- July 23, 2026: FY 2027-28 Budget & Measure A Spending Plan kickoff presentation at Homelessness & Housing Cluster.
- Community engagement meetings begin.
- Community engagement meetings conclude.
- Begin drafting FY 2027-28 Measure A Spending Plan.
- Draft Spending Plan finalized.
- Public Release Town Hall takes place (date TBD).
- November 13th: Public Comment closes.

- January 26, 2027: Board of Supervisors approves final FY 2027-28 Measure A Spending Plan.
- Board of Supervisors approves recommended County budget, including the HSH recommended Budget & Measure A Spending Plan.
- Board of Supervisors approves any changes to HSH recommended Budget.
- Board of Supervisors approves final FY 2027-28 HSH Budget, which includes the Measure A Spending Plan, including any new or increased revenue and carryover from the previous fiscal year.

About Measure A
A majority of the Department of Homeless Services and Housing’s annual budget comes from Measure A, a half-cent sales countywide sales tax to support housing and services for people currently experiencing homelessness while addressing prevention.
