Section 8 Payment Standards

Section 8 payment standards are used to calculate the maximum monthly subsidy a Housing Authority will pay on behalf of a voucher holder toward rent.

LACDA Section 8 Payment Standards

The Los Angeles County Development Authority (LACDA) administers the Housing Choice Voucher program for unincorporated LA County and participating cities. Payment standards are based on Small Area Fair Market Rents (SAFMRs) and are updated periodically.

HACLA Section 8 Payment Standards

The Housing Authority of the City of Los Angeles (HACLA) has been designated by HUD as a Small Area Fair Market Rent (SAFMR) Housing Authority. In accordance with 24 CFR 982.503, HACLA implements SAFMR-based payment standards calculated at the ZIP code level rather than for the entire metropolitan area. This provides families with access to low-poverty and high-opportunity areas.

The payment standard for a family is the lower of the payment standard for the family’s unit size on the voucher, or the payment standard for the size of the unit leased. Additional factors include family size and income, utilities the family is responsible for, and the cost of comparable units in the area.

Important: At the start of an initial HAP contract, if the contract rent exceeds the applicable VPS, the family share cannot be greater than 40% of the family’s adjusted monthly income. This is a statutory and regulatory requirement. There are no exceptions and HUD headquarters cannot grant a waiver.

SAFMR Payment Standard Schedule by Grouped ZIP Code

Effective August 1, 2025 for new contracts. ZIP codes that are outside Los Angeles City limits may only be used in VASH, Emergency Housing Vouchers (EHV), and Community Choice Demonstration programs. The landlord’s asking rent must always be supported by comparable rents in the area — the rent can never exceed the comparable rent determined by HACLA regardless of the VPS. There are no area exception rents at this time.
