TLS and Shallow Subsidy Program Transition

A resource hub for service providers navigating the July 1, 2026 transition of HSH-funded Time-Limited Subsidy (TLS) and Shallow Subsidy (SS) programs to FY 2026-27. Find required action items, key dates, office hours, and contacts in one place.

About This Transition

Last Updated: June 4, 2026. This page will be updated as new information becomes available.

Effective July 1, 2026, HSH-funded Time-Limited Subsidy (TLS) and Shallow Subsidy (SS) programs will transition to FY 2026-27. Providers that partnered with HOM, Inc. during the current fiscal year will continue working with HOM as their fiscal intermediary for FY 2026-27.

HSH has transmitted final client rosters to HOM so that records can be updated and funding sources assigned. If your agency receives newly assigned clients after the transition, enter those clients directly into HOM’s system to ensure timely rental payments. Detailed guidance on this process will be provided during HOM’s upcoming Office Hours session.

Enrollment Cutoff: As of May 29, 2026, HSH is no longer accepting new client enrollment requests. For questions about your final client roster, contact TLS@hsh.lacounty.gov.

Required Provider Actions

Note on HOM Actions: HOM-related actions on this page apply only to providers who have already been working with HOM and who have been told they are continuing with HOM as their fiscal intermediary for FY 2026-27.

Enter New Clients into HOM System

If your agency receives newly assigned clients after the transition, enter those clients directly into HOM’s system to ensure timely rental payments. Detailed guidance will be provided during HOM’s upcoming Office Hours session.

Report Client Exits via Microsoft Form

Use the Client Exit Form to report any additional client exits identified between now and June 30, 2026. This form applies to all providers, regardless of fiscal intermediary. It is for transition tracking only and does not replace the HMIS exit process.

Continue HMIS Exit Processing

The Client Exit Form does not replace the standard HMIS exit process. Continue to process and update all HMIS exits according to standard procedures alongside submitting the transition form.

Required Attendance at HOM Office Hours: All providers working with HOM are required to attend HOM’s introductory Office Hours session. Because HMIS is no longer integrated with HOM’s system, the process for entering new clients as vacancies occur will be different, and this session will cover those updated procedures. Watch for an invitation from HOM with session details. Please share this page with all staff working on TLS or SS programs.

BC Portal Requirements

This section applies to providers who previously administered rental assistance directly and are working with Brilliant Corners as their fiscal intermediary.

Step 1: Create Client Profile
Deadline: May 29, 2026 (past)

Upload the following items for each client to create their profile in the BC portal:

  • Landlord Verification Form
  • Proof of Ownership
  • Recurring rent payment requests for clients transitioning into TLS or SS

Step 2: Generate Payment Request

After completing the client profile, submit a payment request through the BC portal to initiate rental assistance payments.

Note on Client IDs: Providers may use HMIS IDs in lieu of CHAMP IDs when entering client information. CHAMP IDs will be provided once available.

Key Dates and Deadlines

May 29, 2026

BC Portal Upload Deadline and Enrollment Cutoff (Past)

Deadline to upload all required client documents and submit recurring rent payment requests to the BC portal. This applies to providers working with Brilliant Corners as their fiscal intermediary. Although the deadline has passed, providers should continue uploading any outstanding client information until complete. HSH is no longer accepting new client enrollment requests after this date.

Automated TLS and SS Rent Payments Generate

Automated rent payments for TLS and SS clients are scheduled to generate on this date.

July 1, 2026

FY 2026-27 Begins

The FY 2026-27 program structure takes full effect on this date. July rent payments are expected to be distributed to landlords during July; timing may vary depending on fiscal intermediary.

Exchanging a TLS Rental Subsidy for a Federal TBV

ICMS participants with a TLS rental subsidy who are matched to federal TBV are already permanently housed. Homelessness ended when they moved into their unit. However, in order to maintain ongoing rental payment assistance and ensure housing stability, they must complete the rental subsidy exchange to the federal TBV before the TLS assistance ends.
